City of Redmond and Deschutes County Partner to Meet Terrebonne’s Wastewater Needs
In 2020 Deschutes County conducted the Terrebonne Wastewater Feasibility Study to explore potential sewer solutions in the unincorporated community boundary. The study identified the preferred option to address Terrebonne’s septic issues is to connect to the City of Redmond’s wastewater system.
As part of a memorandum of understanding signed November 9, 2021, Redmond and the County have agreed to work in good faith towards an intergovernmental agreement (IGA) to find a solution for Terrebonne’s failing wastewater system through the City’s expanding treatment facilities. The IGA will cover the terms of sewer service and financial obligations for a Wastewater Collection and Treatment System in the unincorporated community of Terrebonne.
Redmond is expanding its wastewater facility to meet the City’s growing needs and address aging infrastructure concerns. The City is underway with the preliminary design phase of the development of the Redmond Wetlands Complex. As part of the design, Redmond City Council has approved funding to design the Redmond Wetlands Complex to meet capacity for the future Terrebonne sewer connection.
Background
Many of the septic systems in Terrebonne were installed over shallow bedrock more than 30 years ago and are reaching the end of their life cycles. Failing septic systems can result in health risks, expensive repairs, and the closure of residences and businesses when septic systems cannot be repaired.
